We the undersigned having examined the ten sheets of Drawings, form of Contract, Specification and Schedule of Prices, form of Bond and Instructions to Persons tendering hereto annexed relating to the proposed water supply connecting pipe lines from Kowloon across Hong Kong Harbour to the City of Victoria and having also visited and examined the site of the proposed Works, or caused it to be visited on our behalf by a competent and reliable person, and having acquired all requisite information relating thereto as affecting this Tender, hereby offer to construct execute and complete the proposed Works in strict accordance with the Contract documents for the sum of £

INSTRUCTIONS TO PERSONS TENDERING.

I. One copy of the Contract documents is to be filled up complete in every respect and delivered properly sealed up by hand or by post not later than noon 1925- The second copy of the Contract documents

is to be retained by the Tenderer. Both copies should be returned to the Crown Agents at once if the Tenderer is unable or unwilling to submit a Tender.

2.

The Government hopes that the works may be completed and tested ready for use not later than April 1926. Favourable weather for operations may be expected between October and April inclusive. The Contractors, however, are to state the date of completion. Expedition in the construction of the works will form an important factor in the selection of a Contractor.

3. The Crown Agents do not bind themselves to accept the lowest or any Tender and they reserve to themselves the right to accept any Tender whole or in part.

4. Copies of the Drawings referred to in clause I of the Specification, can be seen at the Crown Agents' Office and also at the Office of the Consulting Engineer, Mr. William Fairley, M. Inst.C.E., Parliament Mansions, Victoria Street, Westminster, S.W.1.

Blue prints can be obtained from Mr. W. J. Harrison, 7 Carteret Street, West- minster, S.W.1, on payment of the cost. As stated in the Specification the Drawings are based upon particulars received from the Colony and the measurements have been taken by responsible Government Officers.

The nature of the borings, Drawing No. 5, current lines, Drawing No. 1, and sections, Drawings Nos. 3 and 4, are given for the information of the Contractors, but such information is not guaranteed by the Crown Agents in any way and Con- tractors must accept the same on their own responsibility. They may, however, intimate to the Crown Agents when lodging their Tender whether they require to check or otherwise verify any information so supplied at their own expense before starting the work.

5. Tenderers must obtain for themselves, on their own responsibility, and at their own expense, all the information which may be necessary for the purpose of making the Tender and entering into a Contract and must examine the above- mentioned documents and consider the site and the surroundings. The samples of the borings taken by the Harbour Authorities which are mentioned in clause 2 of the Specification can be examined at the Office of the Consulting Engineer.

6. Tenderers must name a sum for which they offer to complete the whole of the work. They are to include in their Tender all expenses for transit, insurance, erecting and putting to work of the Pumps referred to in clause 27 of the Specification and for this purpose the approximate shipping weights of pumps and motors are stated in the Schedule. They must also make due allowance in their Tender for the maintenance of the lights, guards, etc., stipulated for in clause 24 of the Specification. They must also include in their Tender for the transit, insurance, erection and maintenance of the two Lanterns mentioned in clause 30, and the six lights mentioned in clause 31 of the Specification, and all other provisional amounts.

7. The following information is given to assist Contractors in making up their Tender -

In connection with the obligations contained in Clause 14 of the Contract all Dock and Harbour Dues and Charges (including Port of London Port Rates and Clyde Dues) are payable in full at all Ports by the Contractors in respect of railway material, coal, coke and oil to be used to generate heat or to produce power.

As regards other stores, at London and Bristol eleven-twelfths of published consolidated rates for Dock and Harbour Dues, Wharfage, etc., are payable by the Contractors, and in the case of London, 75 per centum of the London Port Rates.

At Southampton Dock, charge for labour is payable by the Contractors. At other Ports 75 per centum of the Charges is payable by the Contractors. The exemption Certificates necessary to secure reductions will be forwarded by the Crown Agents' Shipping Office.
